Retired Justice Questions Why Dr Zanetor Agyeman-Rawlings Remains Outside Cabinet
Retired Supreme Court Justice William Atuguba has publicly questioned why Klottey Korle Member of Parliament Dr Zanetor Agyeman-Rawlings has not been appointed to a ministerial position under President John Dramani Mahama's administration, describing her as a principled leader whose integrity and public service record make her suited for higher national office.
Speaking at the D.F. Annan Memorial Lecture in Parliament on 16 July, Justice Atuguba praised Dr Agyeman-Rawlings' approach to governance and public service, suggesting that her qualities exemplify the kind of leadership Ghana should foster in its political arena. Despite having never met or directly engaged with the legislator, he said he had closely monitored her work over several years and found her dedication impressive.
"Somebody like Zanetor Rawlings, she's not a politician; she's a woman of the people. I've been following her activities," Justice Atuguba stated, adding that her conduct demonstrates the principles and commitment citizens should expect from elected officials.
Beyond Deputy Minister Role
The retired judge also addressed speculation circulating on social media that Dr Agyeman-Rawlings had been considered for a deputy ministerial appointment in the health sector. Rather than endorsing such a position, Justice Atuguba suggested her experience warranted a more senior role entirely.
"From social media, sometimes they even announce that she can be deputy minister of health. I say, Oh, she could even be the substantive—why not?" he remarked, implying that her leadership credentials justified appointment as a full minister rather than a subordinate position.
Justice Atuguba further emphasised that Dr Agyeman-Rawlings' personal values—principle, dedication and integrity—are precisely the qualities essential for public office at the highest levels. His public endorsement carries weight given his distinguished career on Ghana's highest court, though he noted he typically avoids direct political involvement.
Why This Matters for Ghana
This intervention by a respected judicial figure reflects broader conversations in Ghana about meritocracy, leadership selection and the utilisation of talented individuals within government. Dr Agyeman-Rawlings has established herself as an outspoken parliamentarian focused on healthcare policy and social issues affecting her constituents, earning recognition from observers across the political spectrum.
Justice Atuguba's remarks suggest frustration—shared by some civil society observers—that Ghana sometimes fails to elevate its most capable and principled leaders to positions where they can effect systemic change. His intervention also highlights the scrutiny surrounding ministerial appointments under the current administration, with questions about whether selections reflect merit and dedication or other considerations.
The Mahama administration appointed its cabinet in early 2025 following the December 2024 general election. Dr Agyeman-Rawlings, first elected in 2020, has built a reputation for advocacy on health-related matters and public accountability. Whether her absence from ministerial ranks reflects deliberate policy, timing, or other factors remains unclear, but Justice Atuguba's public statement ensures the matter will continue sparking discussion among Ghana's political class and citizens interested in leadership quality and inclusive governance.
