Okaikwei North MP Demands Accountability on Persons with Disability Fund Distribution
The Member of Parliament for Okaikwei North has called on the Assembly to urgently disburse funds allocated for Persons with Disability (PWD) programmes, citing delays that have hampered support for vulnerable constituents in the area.
In a move aimed at strengthening transparency and accountability, the MP has also requested that the Assembly provide documented evidence of any disbursements already made, to enable independent verification of fund allocation and spending.
The PWD Fund Challenge in Ghana
Persons with Disability in Ghana remain among the most vulnerable populations, relying heavily on government support programmes and allocations designed to improve access to education, healthcare, livelihood opportunities and social services. Districts and Municipal Assemblies across the country receive dedicated budgetary allocations to support PWD initiatives, yet delays and inadequate disbursement have been recurring challenges.
The Okaikwei North constituency, which covers parts of Accra, has a significant PWD population requiring consistent support. When funds are not distributed promptly, disability-focused programmes stall, affecting everything from vocational training centres to assistive device procurement and income-generating activities.
Why It Matters for Ghana
This call for accountability reflects broader governance concerns in Ghana's local government system. Effective PWD support depends on timely, traceable fund disbursement at the Assembly level. When funds are delayed or poorly documented, it becomes difficult to assess whether allocations are reaching intended beneficiaries or being diverted.
The MP's demand for verification documentation is particularly significant because it addresses a systemic weakness in Ghana's public financial management—the lack of transparent tracking mechanisms at the district level. Without clear records of who receives what and when, it becomes nearly impossible for citizens, elected representatives or oversight bodies to hold local government accountable.
For Ghanaians living with disabilities, reliable fund disbursement is not a luxury but a necessity. Delays directly impact their ability to access services, build skills and contribute economically to their families and communities. The Okaikwei North MP's intervention signals that elected representatives are expected to champion such accountability on behalf of their constituents.
The Path Forward
The Assembly's response to this call will test its commitment to PWD welfare and financial transparency. Authorities should be prepared to provide:
- Itemised records of PWD fund allocations received and disbursed
- Bank statements and payment vouchers confirming transfers to beneficiaries
- Evidence of monitoring and evaluation of fund utilisation
- Clear timelines for outstanding disbursements
This demand also underscores the need for stronger oversight mechanisms at the local government level. Assemblies should establish dedicated PWD committees with regular reporting requirements and public accountability sessions to ensure funds reach their intended purpose without unnecessary delays.
