Mahama pushes for African 'right of return' law as Ghana drafts new citizenship framework

President John Dramani Mahama has renewed calls for African nations to adopt a formal "right of return" policy that would grant members of the global African diaspora clearer pathways to residency and citizenship on the continent. The proposal signals Ghana's intent to lead a broader Pan-African initiative aimed at strengthening ties between Africa and its diaspora communities worldwide.

Speaking on the initiative, Mahama indicated that Ghana is actively developing new legislative frameworks to make it easier for people of African descent to reconnect with the continent. The policy would allow diaspora members—including African Americans, Afro-Caribbeans, and others of African heritage—to establish legal residency or citizenship more straightforwardly across African nations.

A bid for continental leadership

The President positioned the right of return as a cornerstone of his vision for Africa's future, signalling it would be a key priority should he assume the role of African Union Chairperson. The initiative reflects a broader Pan-African philosophy centred on unity, collective development and leveraging the diaspora's resources and expertise to accelerate the continent's progress.

According to Mahama, establishing such frameworks would deepen Pan-African bonds and unlock significant potential. By enabling diaspora members to participate directly in Africa's economic, social and cultural development, the continent could benefit from skills, investment, and knowledge transfers from communities abroad.

The President also emphasised the critical role of young people in shaping Africa's future. He highlighted how technological advances, digitalisation and innovation have created unprecedented opportunities for African youth to lead solutions to local and continental challenges. Mahama encouraged young Africans to embrace entrepreneurship, leverage technology and develop enterprises that generate employment within their communities.

Ghana has historically positioned itself as a welcoming destination for diaspora members, particularly through its Year of Return campaign in 2019, which celebrated 400 years since the first enslaved Africans arrived in Virginia. The right of return initiative builds on that momentum and could cement Ghana's status as a leader in diaspora engagement across Africa.

For Ghanaians abroad—whether in North America, Europe or elsewhere—clearer citizenship and residency pathways could enable deeper investment in their homeland, from property ownership and business development to participation in governance and community projects. This could unlock significant capital flows and talent back to Ghana whilst strengthening cultural and familial bonds.

The proposal also reflects broader conversations within Africa about harnessing diaspora power. Many African nations recognise that their diaspora communities represent vast untapped resources—both financial and intellectual—that could accelerate development if given legal frameworks to engage more meaningfully.
