Ghana to Upgrade All Rural Phone Sites to 4G, Closing Digital Divide

Ghana's government is committing to a nationwide upgrade of its Rural Telephony Project (RTP) infrastructure, bringing 4G connectivity to remote and underserved communities across the country. Communications, Digital Technology and Innovations Minister Samuel Nartey George announced the plan following a tour of RTP facilities in the Eastern Region, signalling a major push to eliminate Ghana's rural digital connectivity gap.

The initiative represents a significant shift in how the government views telecommunications infrastructure. Minister George emphasised that 2G and 3G technologies—which currently serve many rural areas—are no longer adequate as global systems advance rapidly towards 5G and 6G networks. "The world has moved to 5G, getting to 6G, so at the very least we must give 4G to our networks," he stated during his regional inspection.

Scope and Investment

The comprehensive upgrade will form part of a broader review of the Rural Telephony Project scheduled for Cabinet presentation. The government has already allocated approximately GH¢30 million to rural telephony projects under the GIFEC budget for the current year. Minister George noted that concurrent work is underway to expand network infrastructure and improve connectivity in peri-urban areas and other underserved communities beyond strictly rural zones.

During his Eastern Region tour, the Minister inspected several RTP and telecommunications sites, including facilities at Dumpong, Nkumkrom, Nsakye and Obosono. He also visited an ongoing cell site project at the Koforidua lorry terminal, demonstrating the government's hands-on approach to identifying infrastructure needs and monitoring implementation progress.

This upgrade initiative addresses a critical development challenge facing Ghana. Rural communities have historically lagged behind urban centres in digital access, limiting economic opportunities, educational advancement and access to digital services. Reliable 4G connectivity can unlock e-commerce opportunities for rural traders, improve telemedicine access, enhance remote education, and enable digital financial inclusion for populations currently underserved by banking infrastructure.

The government's framing of telecommunications as a critical national infrastructure—comparable to roads, schools and hospitals—reflects changing policy priorities. As Ghana pursues digital economy goals and seeks to position itself as a technology hub in West Africa, ensuring rural populations can participate in digital services is essential. The digital divide has widened during the pandemic and post-pandemic recovery, making this upgrade timely for ensuring equitable access to economic and social opportunities.

However, successful implementation will depend on sustained funding, technical expertise and coordination with private telecommunications operators. The allocated GH¢30 million, whilst substantial, may require additional resources given the scale of upgrading hundreds of RTP sites nationwide. Future updates from Cabinet on the broader RTP review will clarify timelines, funding mechanisms and partnership arrangements with mobile network operators.
