Starlink speed limits disrupting Ukraine's drone operations, Zelensky aide warns amid escalating Russia strikes

Ukraine's presidential adviser has accused Elon Musk's SpaceX of implementing surprise speed restrictions on Starlink that are undermining the country's ability to conduct critical military operations against Russian forces. Serhiy Beskrestnov warned on Wednesday that the overnight imposition of a 160km/h speed limit on Starlink terminals has disrupted battlefield missions and suggested the move is politically motivated, stating it "cannot be a coincidence and is related to the current political situation."

According to Ukrainian defence ministry sources, the speed restrictions prevent vehicles and assets moving faster than 160km/h from maintaining Starlink connectivity. This degradation directly impacts Ukraine's ability to operate interceptor drones and strike drones, whilst also hampering front-line logistics, reconnaissance operations, and signal relay capabilities. The restrictions came as Russia unleashed another wave of devastating attacks on Ukrainian cities, with at least 600,000 people losing electricity following overnight missile and drone strikes across the country.

The military impact on Ukraine's defence strategy

Starlink has become indispensable to Ukraine's war effort since Russia's 2022 invasion. The satellite internet service enables Ukrainian forces to guide drones with precision against Russian targets and provides critical connectivity for air defence systems that attempt to intercept incoming missiles and drones. Ukrainian officials stressed that the speed restrictions are particularly damaging for operating interceptor drones, which rely on stable, high-speed connectivity to track and neutralise threats.

On Wednesday night alone, Russia launched 39 ballistic and cruise missiles alongside 128 drones against Ukrainian positions. Whilst Ukrainian air defences managed to shoot down four missiles and 115 drones, several strikes hit targets in Kyiv without warning—a concerning development that Ukrainian officials attribute partially to degraded satellite connectivity affecting early warning systems. At least three people were killed in Kyiv, with dozens more injured across multiple cities including Lutsk, where a Russian drone strike on a warehouse claimed at least six lives.

Why it matters for Ghana

Though Ukraine's conflict appears geographically distant, it carries significant implications for Ghana and the broader African continent. The war has demonstrated how satellite technology and internet infrastructure have become weapons of modern warfare. For Ghana and other African nations developing their own military capabilities and digital infrastructure, the Starlink restrictions illustrate how private technology companies can influence geopolitical outcomes—raising questions about over-reliance on foreign commercial systems for critical national security functions.

Additionally, the dispute between SpaceX and Ukraine reflects broader tensions over technology governance and national sovereignty. As African nations increasingly depend on satellite services for communications, agriculture, and defence, understanding how external actors can restrict or weaponise these technologies becomes crucial. The incident also underscores the interconnection between global politics and technology policy—a lesson relevant as Ghana navigates its own digital transformation and seeks to build resilient infrastructure.

Political tensions amid ceasefire claims

The Starlink restrictions emerged amid escalating diplomatic tensions over an alleged "energy ceasefire" proposed by US President Donald Trump. Zelensky has claimed the United States threatened to restrict intelligence sharing unless Ukraine agreed to halt strikes on Russian energy infrastructure. Trump denied withholding intelligence, but the restrictions on Starlink connectivity have fuelled Ukrainian suspicions that external pressure is being applied to constrain their military capabilities.

Russian Foreign Minister Sergey Lavrov rejected suggestions of any genuine ceasefire, arguing that Ukraine does not deserve respite and that any truce would only allow Europe to supply Ukraine with additional weapons. Meanwhile, SpaceX has remained silent on the speed restrictions, offering no explanation for the sudden technical changes. Ukrainian officials have indicated they are investigating the root cause of the connectivity issues, but the damage to ongoing military operations has already occurred.
