Mahama Elevates Rawlings Daughter to Environment Minister as Cabinet Reshuffle Continues

President John Dramani Mahama has initiated a significant cabinet reshuffle, nominating prominent Members of Parliament to fill critical ministerial positions that have remained vacant since a devastating helicopter tragedy last August.

The President's nominations, submitted to Parliament on Friday, 7 August 2026, include Dr Zanetor Agyemang-Rawlings, the Klottey Korle MP and daughter of former President Jerry Rawlings, as Minister for Environment, Science and Technology. She will replace the late Dr Ibrahim Murtala Mohammed, who perished in the August 2025 helicopter crash that also claimed the life of former Defence Minister Dr Edward Kofi Omane Boamah, along with six other officials.

Bawku Central MP Mahama Ayariga has been nominated as Minister for Local Government, Chieftaincy and Religious Affairs, whilst the administration has also reassigned two sitting ministers to fresh portfolios as part of the broader restructuring.

Key Changes in the Cabinet Shuffle

Kenneth Gilbert Adjei has been reassigned from the Ministry of Works and Housing to helm the Defence Ministry, filling the vacancy created by the August 2025 tragedy. Dr Cassiel Ato Forson, who has been acting as Defence Minister since Dr Omane Boamah's death, will relinquish the position once the new nominees gain parliamentary approval.

Ahmed Ibrahim, MP for Banda, has been reassigned to the Ministry of Works, Housing and Water Resources, taking over from Adjei.

All nominees must undergo vetting by Parliament's Appointments Committee before their names proceed to the full House for formal approval, in accordance with Article 78(1) of the 1992 Constitution.

Dr Agyemang-Rawlings: A Cabinet Newcomer with Environmental Credentials

Dr Zanetor Agyemang-Rawlings brings substantial parliamentary experience to the Environment portfolio. Since her election to represent Klottey Korle in 2017, she has served on Parliament's Environment, Science and Technology Committee and has been vocal on critical issues affecting Ghana, particularly urban flooding and environmental degradation.

Her appointment follows months of speculation about her potential elevation to cabinet, and represents a significant moment for the legislator, whose father led Ghana from 1981 to 2001.

The environment ministry has operated without a substantive minister for nearly a year, a period during which Ghana continued to grapple with serious environmental challenges including severe urban flooding that displaces thousands annually.
