Dr Bawumia assumes NPP leadership as party gears up for 2028 presidential race

Dr Mahamudu Bawumia has formally assumed leadership of the New Patriotic Party (NPP) following delegates' approval of a constitutional amendment at the party's National Delegates Conference in Kumasi on Saturday, 3 October 2026. The move solidifies his position as the party's flagbearer in preparations for the 2028 general elections, marking a significant restructuring of NPP governance ahead of Ghana's next electoral cycle.

The amendment reverses an earlier January 2026 decision that vested party leadership in the National Chairman, instead conferring that authority on the flagbearer when the NPP wins an election and the candidate becomes President. The change was one of 14 constitutional amendments debated and approved by voice vote at the Baba Yara Sports Stadium, with 7,163 delegates from all 16 regions participating across 31 polling stations.

Key constitutional changes

Beyond elevating the flagbearer to party leader, the delegates approved several structural reforms. These include modifications to how Vice Chairperson positions are contested—candidates may now vie for specific posts rather than being ranked by vote tallies. The party also approved the appointment of three additional Vice Chairpersons and created Deputy Communications Officer roles, whilst elevating the Information Technology Officer to executive standing.

The amendments were designed to address gaps identified in the party's previous constitutional framework, according to Frank Davies, Chairman of the NPP Constitution Amendment Committee. The Electoral Commission supervised all voting procedures and delegate verification, ensuring transparency throughout the process.

Bawumia's message and policy direction

Addressing the conference, Dr Bawumia called for unity and peaceful voting among the 47 aspirants contesting nine national executive positions. He congratulated all candidates and urged both winners and losers to maintain party cohesion, emphasising that the NPP would require contributions from all members moving forward.

Dr Bawumia reflected on the party's reorganisation since its December 2024 electoral defeat, noting that the NPP had listened to grassroots concerns and implemented lessons regarding organisational structure, communication strategies and member engagement. He highlighted that the party had already elected executives from polling station to regional level and was advancing policy development through various committees ahead of the 2028 campaign.

Why this matters for Ghana

The NPP's constitutional overhaul and Bawumia's formal assumption of party leadership signal the party's strategic positioning for 2028. As Ghana's main opposition force, the NPP's organisational decisions will shape the country's electoral landscape over the coming years. The clarification of the flagbearer's role eliminates previous ambiguity about internal power structures, potentially strengthening party discipline and coherence during campaigning.

Additionally, Bawumia's address to delegates underscores emerging opposition critiques of the current National Democratic Congress government—from economic management and currency stability to galamsey enforcement and cocoa pricing. These criticisms will likely form the backbone of the NPP's 2028 opposition campaign and public messaging. The party's emphasis on early policy committee work suggests a deliberate strategy to present detailed alternative programmes rather than reactive opposition, a shift that could influence how Ghanaians evaluate both parties in the coming electoral period.

The appointment of national executives during this conference will further define the NPP's campaign machinery and determine which personalities will lead party messaging and grassroots mobilisation efforts through 2028.
