TOR Charts Ambitious Four-Year Expansion: Doubling Refining Capacity and Building Social Infrastructure

Ghana's Tema Oil Refinery (TOR) has unveiled an ambitious four-year transformation programme aimed at fundamentally reshaping the national refiner's operational scale and social footprint. Managing Director Edmond Kombat presented the "Restoration and Legacy Projects" agenda at the Government Accountability Series Press Conference at the Presidency in Accra, positioning it as a strategic blueprint that extends far beyond routine maintenance to secure TOR's long-term relevance in Ghana's energy landscape.

Quadrupling Refining Capacity

The centrepiece of TOR's revival strategy is a dramatic expansion of refining capacity. The refinery plans a brownfield expansion of its existing facility from 45,000 barrels per stream day (bpsd) to 85,000 bpsd, while simultaneously developing a new greenfield refinery with capacity of 115,000 bpsd. Combined, these investments would lift TOR's total processing capacity to 200,000 bpsd—a transformative increase that Kombat described as "re-industrialisation" rather than mere upgrade.

This expansion addresses a critical economic imperative. With Ghana's petroleum product demand growing steadily, the capacity boost positions TOR to meet domestic consumption whilst creating opportunities for value-added exports. The dual-track approach—retrofitting existing infrastructure whilst building new capacity—demonstrates a pragmatic strategy to balance immediate productivity gains with longer-term industrial growth.

Why It Matters for Ghana

For Ghana, TOR's transformation carries significant economic and geopolitical weight. A fully functioning, expanded refinery reduces dependency on imported refined products, protecting foreign exchange reserves and enhancing energy security. The shift towards processing more crude domestically rather than exporting raw petroleum represents value capture along Ghana's energy value chain—critical for maximising returns from oil revenues.

The 200,000 bpsd capacity would position TOR among the region's mid-tier refineries, potentially supporting export markets across West Africa. Moreover, the programme's timeline—completion by 2029—aligns with broader national development cycles and provides tangible evidence of state-owned enterprise modernisation, a key priority in Ghana's industrialisation agenda.

Beyond Industrial Infrastructure: Building Social Legacy

Notably, TOR's revival extends beyond pipelines and processing units. The programme includes construction of a Specialist Hospital featuring a dedicated Burns and Trauma Centre, addressing a critical healthcare gap in Tema's industrial enclave and Greater Accra. Industrial accidents and thermal injuries are occupational hazards in refining operations; a specialised facility within the Tema industrial complex would improve emergency response and worker safety outcomes.

Additionally, TOR is partnering with the Ghana Home Ownership Fund to develop staff housing on existing refinery land. This addresses chronic accommodation challenges within Tema whilst simultaneously improving the quality of life for refinery workers—a tangible investment in human capital that recognises employee welfare as integral to operational stability.

Kombat emphasised that these social components are not peripheral additions but core to TOR's legacy. "A restored TOR must also mean a better quality of life for those who keep the plant running," he stated, signalling a departure from purely production-focused industrialisation models.

The Managing Director pledged that the programme would be pursued with "discipline, transparency, and partnership," acknowledging the substantial capital requirements and governance challenges inherent in such a multifaceted transformation. Success will depend on securing financing, managing project timelines, and maintaining political and institutional commitment through the 2026–2029 period and beyond.
