Mahama establishes ₵1bn Bawku development fund as security improves in troubled Upper East town

President John Mahama has taken a significant step towards rebuilding Bawku, the Upper East Region's historically troubled commercial hub, by establishing a dedicated one-billion-cedi development fund. The announcement comes as security conditions in the town have markedly improved following years of violent conflict that left the area economically devastated.

The newly unveiled five-member Bawku Revitalisation Fund Committee, chaired by Finance Minister Dr Cassiel Ato Baah Forson, will oversee the allocation and deployment of funds across infrastructure projects and other priority areas identified by the committee. The move represents a formal transition from security-focused interventions to economic reconstruction and development.

Committee composition and leadership

Beyond the Finance Minister's chairmanship, the committee includes Bawku Central MP and Minister-Designate for Local Government, Religious and Chieftaincy Affairs Mahama Ayariga, Upper East Regional Minister Akamugri Donatus Atanga, Tempane Chief Naba Abugri Cletus Akolwin, and Garu MP Dr Thomas Winsum Anabah. This blend of political representation, traditional leadership and regional governance reflects an effort to ensure broad stakeholder buy-in for development priorities.

President Mahama expressed confidence in the committee's capacity, citing the members' track record of integrity and efficiency in public service. The committee's mandate extends beyond Bawku town itself, with plans for benefits to reach surrounding districts within the broader Bawku area.

Background: from conflict to reconstruction

Bawku has endured prolonged communal tensions and violent clashes that severely disrupted economic activity, deterred investment and created a security environment incompatible with normal development. The conflict's severity was underscored by incidents such as contractor withdrawals—notably when the Tamne Irrigation Dam project stalled after an employee's death, leaving a resource development initiative that would have benefited four districts incomplete.

In December 2024, the government received recommendations from the Otumfuo Mediation Committee on Bawku. Following that report, President Mahama committed to resolving outstanding issues through constitutional and lawful processes, combined with traditional mechanisms where appropriate. Since then, security has visibly improved: reports indicate reduced night-time gunfire, fewer spontaneous murders, and an overall quieter environment.

Why this matters for Ghana

Bawku's revival holds significance beyond the town itself. As a historical commercial centre, the town's rehabilitation signals government commitment to rehabilitating conflict-affected zones and demonstrates an approach that pairs security stabilisation with deliberate economic reconstruction. The establishment of a dedicated fund, rather than ad hoc interventions, suggests a structured, medium-to-long-term development strategy.

The fund's focus on infrastructure will be critical: improved roads, water systems, healthcare facilities and other public goods are prerequisites for attracting traders, skilled workers, and investors back to the area. President Mahama noted that the security situation has previously prevented the posting of National Service and medical personnel to Bawku—a deficit that infrastructure investment and sustained peace may help remedy.

The committee structure also underscores the importance of coordination between national government (through the Finance Minister), local political leadership (MPs), regional administration, and traditional rulers. This multi-layered governance model reflects lessons from other post-conflict recovery efforts in West Africa.

Naba Abugri Cletus Akolwin, speaking on behalf of the Bawku Naba, acknowledged the toll of conflict and pledged continued commitment to peace from traditional leadership. He extended an invitation for President Mahama to attend planned project launches, signalling readiness to formalise the reconstruction partnership.
