Ghana's New Digital VAT Collection System: What You Need to Know About Payments Starting Now

Ghana is rolling out a new system to collect Value Added Tax on digital services purchased from foreign companies, but the Government Revenue Authority (GRA) wants Ghanaians to understand: this is not a new tax or a tax increase. It is the existing 20 per cent VAT—comprising 15 per cent VAT, 2.5 per cent National Health Insurance Levy, and 2.5 per cent GETFund Levy—now being collected differently and more transparently.

Starting with Parliament's July 2026 approval, the GRA's Sentinel® system will automatically collect VAT at the moment you pay for foreign digital services such as streaming subscriptions, cloud storage, online games, and similar online platforms. Instead of relying on foreign companies to self-declare their Ghanaian sales and remit taxes, banks, mobile money operators, and licensed payment providers will now collect the VAT and pass it directly to the GRA.

What Changes for Customers

The practical changes for Ghanaian consumers are straightforward. When you pay for a digital service from a foreign provider, you will notice two key differences. First, registered providers will now display prices without VAT shown, then add the VAT separately at checkout—making the tax transparent rather than hidden in the listed price. This is not an additional charge; it is the same tax now shown openly. Second, customers of providers that previously did not charge VAT may see it deducted for the first time.

For those already paying VAT on these services, nothing substantive changes except the clarity of what you are paying. You will receive an SMS or email confirmation of each transaction, itemising exactly what you paid and what VAT was charged. There is no new form to fill out, no extra steps, and no need to do anything differently. The collection happens automatically through your bank, mobile money account, or digital wallet when you make the payment.

If VAT is wrongly charged or if you believe you have been overcharged, refunds are automatic. If a refund does not process, contact your bank or mobile money provider with your transaction confirmation, and the GRA remains available through official channels to resolve disputes.

Why This Matters for Ghana

The GRA has identified approximately 100 foreign digital service providers selling to Ghanaians without charging or remitting the VAT that Ghanaian law requires. Meanwhile, about 92 providers are registered and compliant. This creates an unfair advantage for non-compliant foreign companies competing against Ghanaian-based software developers, streaming platforms, and digital agencies, which must charge VAT on their own services.

Revenue compliance is also critical for Ghana's public finances. The Finance Ministry has noted that Ghana loses an estimated 60 per cent of potential VAT revenue through non-compliance, and sustainable fiscal growth must come from stronger enforcement and smarter administration, not higher tax rates. Collecting VAT on foreign digital services directly addresses this principle—it asks those already legally obliged to pay to do so, rather than placing additional burden on businesses and individuals already complying.

The system is deliberately narrow in scope. VAT is collected only when three conditions are met together: the payment uses a Ghana-issued card, mobile money account, or digital wallet; the business is based outside Ghana; and the service is delivered online. Sending money to family via mobile money, physical goods purchased from abroad, and other transactions remain unaffected and follow existing procedures.

The Timeline and What You Should Know

The system became operational following Parliamentary approval in July 2026. The effective VAT rate was actually reduced from 21.9 per cent to 20 per cent in January 2026, so this change does not accompany any tax increase. Ghanaians should expect the collection system to begin functioning shortly if it has not already, with the most visible change being the separate display of VAT at the point of payment for foreign digital services.
